The Issue in Brief

Delivering more houses. The Government has proposed building 3 million more homes in

England by 2020 in order to meet rising housing need. In order to reach this target the

Government is imposing house-building targets on each region in England.

Top Line

We need to provide new homes but centrally imposed housing targets will fail to meet housing

need in this country. Instead of dictating from the centre how many homes should be built in each

area, the Government should free local communities to build the housing they need and provide

the incentives so that sustainable development is welcomed.

Background Detail

Housing stock in England is growing by 185,000 per year but the number of new households is

projected to grow by 223,000 per year1.

The Government has set the following targets:

Increasing the number of new homes built to 240,000 a year by 2016.

Delivering 2 million new homes by 2016

Delivering 3 million new homes by 2020

The 2 million new homes by 2016 will be delivered by

1.6 million already in Regional Spatial Strategies (RSS)

Including a further 150,000-200,000 into these RSSs

100,000 extra homes in the 29 New Growth Points

An additional round of New Growth Points for 50,000 new homes

5 new eco-towns by 2016 and 10 by 2020 giving a total of 25-100,000 new homes
